The general objective of the work package is to assess for 7 cities which processes and conditions determine the way in which tobacco control strategies and programs were implemented at the municipal level. The specific objectives are:

1. to prepare an overview of current evidence on local-level processes and conditions that influence the implementation of tobacco control policies,

2. to hold semi-structured interviews with policy makers and other policy stakeholders in the 7 cities/municipalities, to assess processes and factors that influenced their decision making,

3. to perform semi-structured interviews with other stakeholders at municipal levels, to assess conditions that influenced the implementation of strategies,

4. to integrate the evidence into a model on processes and conditions that are relevant at the municipal level.
